Referrals to St Johns can be done by Offender Managers or Bail Information Officers quickly by telephone. High risk cases subject to MAPPA( Multi Agency Public Protection Arrangements) will however normally require our participation in the MAPPA meeting and liaison with the MAPPA Senior Probation Officer in Leeds.
For offenders outside the Leeds area, there is an expectation that these men will be settled back into their own area unless it is not safe for them to do so. An Offender Manager from their own area must retain a link with the offender whilst at St Johns for this purpose.
MAPPA stands for Multi-Agency Public Protection Arrangements. There are MAPPA's (Multi Agency Public Protection Panels) covering each of the five districts in West Yorkshire. A MAPPA Panel is a regular meeting of agencies concerned with the management of high risk offenders.
Responsibility for chairing the panels is shared by the Police and Probation Services. Education,Health, Housing, the Prison Service, The Youth Offending Service and other professionals attend as appropriate to the individual cases under discussion. The purpose of the meeting is to enable information to be shared between the agencies so that the best possible risk assessments can be made in respect of these offenders. An agreed risk management plan is then developed for each of these offenders based on the risk of harm they present to victims and the general public.
